    I was really in two minds about this.

    On the one hand, it seems to suggest that everybody else is responsible except for the rapist. Again, if someone is attacked, it is because somebody didn’t stop the attacker, or didn’t help the victim. It makes the presumption that violence and rape is normal. It also perpetuates the “stranger rape” stereotype.

    On the other hand, it does promote the idea that we all have a duty to help others. When someone is in trouble, it is a good think to help them. You can extend that across all areas. You can say we need to help other people when we can see that they need it.

    It is difficult to get a more comprehensive message into such a small amount of time, and in a way that the general populus can easily understand.

    Maybe promoting people stepping in is a way to change the culture.

    Hmmm … still not sure.
